Ask ASPCA and Best Friends why they don't do more, they take in millions of dollars! We don't live in NY, but are committed to stopping shelters deaths of perfectly adoptable animals. Their SAFER tests are a sham. No sedatives for animals being killed, vet techs do this not vets.
